Joint pilot project concerning combined heat and power and district heating in Copenhagen, Denmark and in the New Federal States of Germany

Objectif

The aim is to promote cogeneration of heat and power within the EU Member States. Barriers for CHP are examined and means for overcoming these barriers are suggested.
The barriers hindering a further implementation of the CHP systems in the pertinent EC member countries are eliminated through an increased understanding of the benefits of the systems.
The project "Cogeneration within the EC" was initiated February 1993 and a first draft will be present ultimo June 1994.
The aim of the project is to examine barriers to CHP within the EU, and to suggest means for overcoming those barriers. The main focus is on administrative, organisational and economic barriers.
The project is carried out in cooperation between the East German electric utility VEAG and the Danish energy cooperation ELKRAFT. Further an extensive cooperation takes place with heat and electricity companies, public authorities, municipalities, CHP-specialists etc.

Project approach
The framework for CHP is evaluated at EU level, in Denmark and in the Eastern part of Germany. For evaluating the framework and the possibilities for CHP at local level, 5 cases have been selected in Denmark and Germany.
By evaluating the framework (organisation, laws, regulation, price structures etc) it has been possible to achieve considerable knowledge of barriers for CHP. Some of the barriers are specifically valid for Denmark and Germany, but far the most can be projected to other European countries.
Having located the barriers, means for overcoming the barriers are developed. These are tested on the five cases in order to show a.o. economic and environmental benefits of applying CHP.
Finally an action plan is set up giving recommendations necessary to apply in order to promote CHP within Europe.
