Obiettivo The aim of the project is to identify the possibilities and conditions under which Voluntary Agreements (VA) on energy saving can be concluded between the state and varius energy intensive sub-sectors or companies in industry and the service sector.The project will have the following results:- it will familiarise energy intnsive firms in industry and the service sector with how VA s work and test their Willingness to enter into such agreements with the state as a partner.- ELKEPA may end up by being the prime mover for VA s that concern energy-saving; it will act as a match-maker and go between; it will do the preliminary negotiating work and act as an informal moderator.- an action plan will be worked out, that will get VA sinto motion.The project will comprise the following tasks:- preparation of appropriate models of VA, (e.g. by sector)- investigation of the technical economic, financial, organisational and institutional aspects of VA s.- identification of strategies and priorities to be served by VA s.The adoption of a VA by a sector or a single enterprise implies a commitment to implement a well-defined comprehensive programme for energy conservation. It also implies a willingness by the state to provide incentives that will encourage and facilitate the effort. Drafting and negotiation of effective VA s, securing of adequate funds, creation of effective mechanisms for channelling those funds to industry and close monitoring of results, are crucial areas which will determine the success or failure of VA s and where the state should be prepared to contribute. The present lack of experience in such areas reveals the need for appropriate technical, consulting and planning support that this project aims to stisfy.The basic difficulties associated with the implementation of VA s will also be identified and analysed in the project. Furthermore, the attitudes and sensitivities of both industry, services and the state concerning the various elements of the VA s will be recorded, analysed and assessed.
