To develop a methodology for integrated resource planning in ESB.
The expected result is that the approach and methodology for integrated resource planning in ESB, developed in the course of this project, will be adopted as the ongoing method for integration of supply and demand side activities and that it will clearly identify those demand side strategies, implementation of which would be of greatest mutual benefit to ESB and its customers.
ESB has traditionally sought to implement least cost planning solutions to meet the growing demand for electricity by customers. In 1989, an interdepartmental group was formed within ESB to determine the best approach to including DSM in the main system planning process. The recommendations of the group led to the decision to use COMPASS and PROSCREEN II, two complementary software systems to facilitate IRP.
In ESB, there are two main groups involved in the SAVE project. Demand Planning Division of Marketing Department, is involved in the evaluation of demand side options using the COMPASS software package. Main System Planning Division, which is part of Operations Department use the PROSCREEN II software package to evaluate supply side options. COMPASS includes the module SUPLINK, which allows output from COMPASS to be fed directrly to PROSCREEN II for use in the dynamic evaluation processes.
The objective of this project is the development of a comprehensive integrated resource planning methodology and an integrated resource plan. The end result will be a long term plan which fully recognises energy efficiency as a viable alternative to supply side resources which also make a positive contribution to impact on the environment.
