Demonstration of Monitoring & Targeting of Energy Usage in Ireland

To launch a national promotion of Monitoring & Targeting to large energy users in Irl. resulting in widespread application of M&T techniques in Irish industry, based on six demonstration projects in different sectors of the economy. To disseminate the findings widely in Ireland and other EU countries in order to encourage the implementation of sustainable energy efficiency measures.

This project relates to the area of Targeting and Monitoring which has been identified as a priority area for attention under the SAVE programme.
In 1992, ESB's combined industrial and commercial customer base accounted for over 8,000GWh of electricity consumption, equivalent to a revenue of IRP 466 million. Based on UK experience where a considerable number of M&T systems have been set up since the mid 1980's, thsi would indicate that a total of about 650GWh of electrical energy (corresponding to 160,000 t.o.e.) could be saved annually by monitoring and targeting programmes. The monetary savings for customers would amount to over IRP 37 million per annum.
However, M&T has not been widely applied in Ireland. One possible reason for this is the fact that companies are unaware of the potential of M&Tfor improving projitability, and so are more lidely to invest in production-related measures. Also of particular significance is the fact that M&T is a relatively unproven tecnique in the Irish business environment.
In September 1992, a two year M&T project was set up by ESB, with funding from the SAVE programme. The objectives of the project are to assess the potential of M&T for electrical energy savings in Ireland, and to produce well documented case history material for use in the further promotion of the technique in Ireland and throughout the EC. In order to obtain the benefit of experience with M&T in the UK, ESB retained March Consulting Group to work on the project.
Six of ESB's major customers are associated with the project, five in different industrial market sectors (chemical, textile, rubber/plastics, dairy and meat), and the sixth in the retail supermarket sector of the commercial market. ESB has provided each customer with M&T software and technical support to assist them in setting up M&T systems. The companies concerned have installed metering equipment and provided the resources necessary ot operate the systems.
At this point all six M&T systems are operational. The five industrial systems are based on weekly manual data collection and use March Consulting Groups "Montage" software package. The commercial system incorporates several branches of a large supermarket chain and uses automatic data collection with Stark "RT" software.
To date, the M&T systems have highlighted a wide range of potential efficiency improvements. Two of the six companies have already achieve savings totalling over 2GWh (500 t.o.e.) per annum, corresponding to a reduction of over IRP 80,000 in their combined electricity bills.
