Monitoring and targeting techniques for the energy management large buildings stocks

Objective

The aim of the project is to develop in EU countries the technique of energy monitoring and targeting. This energy efficiency technology is based on the comparison between metered energy consumption and management actions oriented to improve efficiency.
Definition of a methodology finalised to apply M&T technique in large buildings stock. This new approach should be finalized to obtain energy saving with low cost measures without comfort degradation or increasing it. The feasibility of this approach will be proved in 5 buildings where the M&T techniques will be implemented.
The project is finalized to increase the energy efficiency of existing public buildings by means of the setting up of a methodology able to determine for each building an optimized energy consumption (target). The project consists of three tasks.
Aim of Task 1 is to study and to analyze existing Monitoring and Targeting methodologies (Subtask 1.1) and to match them with the energy audit procedure developed by Conphoebus (Subtask 1.2).
Task 2 is the main part of the project and is finalized to set-up a methodology finalized to increase the building energy efficiency.
The activities of this Task will be performed according to the following work programme:
- Preparation and compilation of a simplified informative questionnaire on the buildings (Subtask 2.1);
- statistical analysis on the present building stock and identification of energy indicators (Subtask 2.2);
- inspection on the buildings characterized by high values of energy indicators (Subtask 2.3);
- retrofitting hypothesis and cost-benefit analysis performed by means of suitable tools on the inspected buildings and selection of 5 case-studies on the basis of their energy saving potential and representativity (Subtask 2.4);
- experimental on-site investigations finalized to verify the feasibility of the retrofitting plan and to improve the confidence on the tool results (Subtask 2.5);
- definition & installation of meters (subtask 2.6);
- training of personnel (Subtask 2.7);
- monitoring and data elaboration, identification of the corrective actions and partial implementation (Subtask 2.8).
TASK 3 is aimed at the diffusion of the results coming from the two previous Tasks.
