Integrated Resources Planning and the "Island Incubator" principle

Cel

To develop several complementary activities in Shetland and Madeira. The Island Incubator principle is that new ideas can be developed at a small scale but with impact on islands, before larger scake replication. The project considers generation topics and demand-side issues.
The projected is being conducted as a series of intensive technical discussion sessions involving specialists from the six proposers in Portuga and Scotland. Trial monitoring and modelling will be conducted separetly in each island region and the results used in joint planning exercises. The project will produce a series of technical summatry reports to cover the resulrts of the technical sessions and the supporting data collection and analysis.
The expected benefits include:
* sharing experience, based on similar island circumstances;
* approaching common problems at a manageble scale;
* developing new small-scale solutions for replication at larger scale.
The project is to use the 'Island Incubator' principle to develop integrated resources planning (IRP=least-cost planning/demand-side management) at a trial scale in the islands of Madeira and Shetland. The project is divided into a programme of six complementary parts, each with a clear objective to deliver specified results. These aspects reflect thre
range of issues to be addressed in IRP as follows:
* the integration of new and mature electricity generation technologies in weak networks; diesel generators, hydro-plant (old and new) and wind turbines;
* enery efficiency of power geeneration plant, such as using heat recovery from diesel power stations or using demand management to improve the load profile and operational efficiency;
* monitoring the use of energy by key customer groups to provide midelling data;
* modelling the impact of innovative energy efficiency incentives under existing utiity regulation and possible future developments;
* forward planning to investigate a number of different energy suppply / demand screnarios;
* developping new approaches to product/service for electricity utilities based on inovative integrated resources planning and energy efficiency programmes.
