DEVOLVED AND REGIONAL MANAGEMENT SYSTEMS IN FISHERIES

Objectif



The broad aims of the Project are to explore the opportunities for strengthening the role of regional and local structures and organisations in developing a more effective system of managment for marine fisheries within the EC and to assess the role of fishermens's organisations in present and future management systems. Particular attention will be paid to the structure and role of Producer Organisations (POs).Thus the Project will examine the role of fisheries organisations within the management systems of five Member States (UK, Denmark, France, Netherlands and Spain) and one non-EC country (Norway). The purpose is to inform future decision-making at national and Community levels concerning the development and implementation of the Common Fisheries Policy and the devolution of management responsibility. To achieve these aims the following objectives can be identified :

- to document the existing fisheries management systems of the six participating countries and to locate the position and roles of fishermens' organisations within those systems;
- to construct typologies of POs and to evaluate the role of POs in fisheries management;
- to construct and test alternative models for regional co-management in accordance with the management aspirations of the fishing industry, national and local government organisations and other interested parties.
- through the integration of the results of the investigations into the role of POs and the models of regional co-management, to inform future decisions regarding the implementation of fisheries policy within the EC.
