The development of an integrated safety training programme with special emphasis on human factors

Cel

1. To establish safety training needs with particular reference to human factors issues for a range of colliery jobs from senior management to the workforce.

2. To prepare training courses for the above with careful reference to matching the choice of training media to the specific needs of each course.

3. To evaluate pilot courses in each category by testing with before and after measures of understanding, risk perception and attitudes to safety. If necessary, modify the course content/structure/presentation in the light of the assessments.

4. To create an integrated programme of course material dealing with all aspects of the human factors in safety to enable individual collieries to create their own packages from the training material in a way which will support the development of an improved safety culture.

A large proportion of industrial accidents are, at least in part, influenced by human error and mining is no exception to this. Although British Coal has had considerable success in its drive to improve safety there is evidence to suggest that more needs to be done in relation to human factors contributing to accident causality.

Within British Coal Corporation's Midlands Group a number of safety initiatives had been started including several training courses to deliberately address human factors issues. However it became clear that if the full potential was to be achieved from the training contribution to the pursuit of an improved safety culture, future training in this area needed to be developed in a systematic and integrated way across a wide range of colliery occupations.

This project involved a systematic programme, undertaken by British Coal, for the development of an integrated suite of training modules designed to emphasise the human factors aspects of safety. Each module has been tailored to the specific needs of a range of job functions covering both management and the workforce.
