Securing safety by improving the management of health and safety through training

Major incidents and reports from the UK Regulatory Authorities have identified the role of management as possibly the most important single factor in ensuring safe systems of work and established the crucial need for managers to have proper awareness of hazards and perception of risks.

Recent EC Directives reflect this exposure in requiring hazards to be identified and risks assessed so that they might be adequately controlled. This requires the development and testing of line management competence to objective standards coupled with cooperative development and application of safe working procedures at the work place.

A number of ECSC-aided projects conducted under the first safety research programme are examining the relationship between accidents and attitudes, and how they might be assessed or influenced. The 6th Ergonomic Programme provides for the complimentary study of perceptual and human reliability aspects of work performance, but so far only limited studies have been completed. Substantial progress has been made by British Coal in developing a human error audit proposal which is likely to assist in identifying and clarifying the level of management awareness and in suggesting how it might be enhanced and incorporated into management training and practice.

Management training in Health and Safety has long been advocated by regulatory authorities and practised by responsible employers. However, there has been little progress in establishing levels of competence and testing the effectiveness and efficiency of safety training. It is the aim of the project to make good this need and to produce a package of programmed knowledge based material together with a validated overall framework to ensure that the training results in safer work.

Part of the study is directed towards the application of previous EC safety and ergonomic research results in a new plant which offers the opportunity for developing and testing safety awareness and behaviour at all levels.
