Development and validation of an integrated safety monitoring system for use in ECSC industries

Objectif

Occupational health and safety has traditionally focused on recording and investigating occupationally related accidents and disease. This implicitly directed efforts to the prevention of repeat occurrences rather than the promotion of practical standards of health and safety which would prevent the first occurrence of injury or ill health. However, in recent years the emphasis has been changed as ad hoc measures have been taken by industry, supported by developments in law and enforcement, to pre-emptively and positively manage to ensure safe and healthy working conditions. Recent research also offers means of furthering this development, especially in 'monitoring' the objective evaluation of the adequacy of precautionary measures and ensuring their systematic application. So far this research has been relatively uncoordinated; this project seeks to build on the results of this earlier research and to develop, evaluate and apply a composite system of health and safety monitoring.

The combination of motivational, behavioural and situational monitoring would develop and apply the results of earlier ECSC-aided and other research into a comprehensive system for monitoring health and safety without direct reference to accident and ill-health frequencies which are expected to diminish further. Furthermore, the experience of operating a corporate computer network, including the ECSC aided THESIS project will provide a potential means for extending an integrated system to all company sites.

The purpose of the project is to further investigate the use of situational monitoring, particularly the means of application and the training and consistency of monitors, and to integrate the monitoring systems into a unitary and composite operation for validation and wider application. It is also planned to explore the possible interaction with other projects, especially the developing scheme for management training and the health and safety information service in order to address any potential for improvement which monitoring might reveal.
