Comparative study of the risks associated with various coal installations in the blast furnaces of the European Community. Study of safety recommendations in the layout, dimensioning, equipment, instrumentation and maintainability

Obiettivo

The aim of the project is to compare the following hazards from the point of view of operating safety.

1. Hazards associated with the different coal injection techniques:

Identification of the potential safety risks presented by different systems and proposal of recommendations regarding dimensioning, safety equipment, instrumentation, operation and maintenance.
Such recommendations to be incorporated into operating and maintenance instructions.

2. Hazards associated with the different coal qualities used:

Identification of the hazards associated with the use of different qualities of coal in the installations described above.

A large number of steel companies have recently experimented with and further developed several processes for injecting fuels through the tuyeres of blast furnaces. In addition to fuel oil, coke works gas and natural gas, hitherto regarded as conventional fuels, injection of pulverised coal is now the main area of investment.

The primary aim of coal injection in blast furnaces is to reduce consumption of coke, which is much more expensive than coal. Secondly, the partial replacement of coke by coal proportionally reduces the level of nuisance and pollution caused by coke works, which are at the forefront of environmental concerns.

The sequence of operations necessary for the injection of coal through the tuyeres is as follows:

- delivery of moist raw coal by belt conveyor,
- storage of coal in a hopper,
- transfer of raw coal into the crusher,
- crushing of raw coal,
- drying of crushed coal,
- filtering to separate gases charged with pulverised coal,
- storage of pulverised coal,
- feeding of coal into injection silos,
- transfer of pulverised coal towards injection tubes
- injection.

Such a complex procedure necessitates a very high level of investment and harbours a number of accident and health hazards requiring efficient prevention measures. Hazards include:

- explosion in the drying plant,
- explosions or fires due to a very fine particle size structure and the drying temperature of the coal,
- explosions during gas-assisted transport (nitrogen, air),
- accidents during clearing of storage silos, transport ducts or injection tubes installed under pressure in blast furnaces,
- risks associated with the volatile nature of the coal (varies with coal quality),
- risks associated with inhaling fine coal particulates,
- etc.

The project would involve meeting manufacturers in order to discuss their layout recommendations and the layout of installations in practical operation. This would involve specifying the type of equipment, dimensioning, instrumentation and safety equipment.

Secondly, steel producers practising coal injection would be visited in order to ascertain, on the basis of their experience, the potential safety hazards and safety instructions applicable to both operation and maintenance.
%Finally, the experience accumulated would be collated and recommendations drafted for the operation and maintenance of different types of installation.

These recommendations would make provision for the different types of coal used.
