Dust conditions in Spanish surface workings - dust measurement and dust prevention systems

3 Studying the most interesting prevention measures in order to reduce dust concentrations in the works.

Spanish coal production tripled between 1974 and 1984 and thereafter stabilised at a slightly lower level. This dramatic rise is attributable to opencast lignite mines, whose output increased over this period from 3 million to 25 million tonnes.

There has also been an expansion of both production and employment in surface workings of other minerals and rocks.

At present there is no legislation in Spain to impose dust limits in surface workings. At many sites, there is no dust prevention of any type. Dry drilling is the normal practice, the cabs of mobile plant have no air filters, crushing and screening plant is not fitted with means of dust control, the haul roads and quarry floors are not sprayed, etc.

This situation has led to an increase in the number of workers contracting pneumoconiosis in surface workings. At the same time, the increased number and output of such mineral and dimension stone workings in Spain may have serious consequences in the coming years if prompt action is not taken to improve dust sampling and suppression in these sectors.

The purpose of this project is to assess the current problem, progressing subsequently to specific dust control measures at such sites, the aim being to ensure that by 1995 the dust levels in Spanish workings comply with those recommended for Community Member States in the Safety and Health Commission proposal.

More specifically, the research objectives will be as follows.

1. To identify suitable methods of dust sampling for this type of site. Personal sampling methods will be compared with the static sampling currently practised in underground mines in Spain.

2. To carry out field studies in various surface workings. Systematic dust sampling will be carried out in various quarries and opencast mines. Data on the current situation will be compiled, with a breakdown according to the type of plant used and the methods of dust prevention practised.

3. To investigate the most suitable methods of dust prevention for each case in the light of the dust sampling results.
