WORLD WIDE INFORMATION SUPPORT FOR R & D EFFORTS IN CENTRAL AND EASTERN EUROPE

Objective



The use of modern telecommunication facilities can significantly improve the availability of information and the possibilities of international collaboration, especially for enterprises and R&D sites in the less favoured regions. In 1994 several projects have been funded by the European Commission, one of those was the WISE project (G 1005) coordinated by the Fraunhofer Institute for Computer Graphics. The aim of the WISE project was to facilitate and stimulate access to the worlds information resources, especially R&D information of the EC, from less favoured regions and to make information access easier to use by providing a simple European interface. The basis of the implementation of the WISE concept are the advanced communication technologies and services of the Internet and the World Wide Web (WWW). The Internet is the most used telecommunication network world wide with over 25 million users and it is assumed that until the end of this century it will grow up to over 100 million users. WWW is a world-wide distributed information base and allows access to information using graphical interactive hypertext-/hypermedia tools. The WISE Information Board is realized by special WWW-Servers. WWW offers a very good support for the dissemination of information and the on-line access to documents, reports, software programmes, tutorials, call for proposals, EC programmes in a unique way, using the same user interaction metaphor and hiding the network access to the information. Enterprises and R&D sites which do not dispose of their own Internet-access can connect to the WISE Relay Centres build-up within the WISE project in Rostock, Germany, in Coimbra, Portugal, and in Athens, Greece via modem or ISDN.

The aims of WISE/E are to exploit and improve existing components, to extend the WISE Information Board, to transfer the "know-how" of 1994 to other sites in Europe, and by this way to support the linking of research communities especially in Eastern Europe to the economically well developed regions of Europe. At the moment there is only a loose integration of the Eastern European countries in the international research-net. WISE/E will help to create a special form of a research-net, which is very important for the integration of this region. The scope of this project is the integration of research institutions and SMEs in Czech Republic, Estonia and Ireland into the WISE project by creating at least three new Relay Centres (Czech Technical University in Prague, Technical University in Tallinn, VEstiCom Limited Company in Dublin ). The project will help to overcome national borders, so that scientists all over Europe can stay in contact and profit from developments all over Europe. Furthermore Europe wide information dissemination and technology transfer to SMEs will be established. Especially SMEs and research institutions in Central and Eastern Europe will achieve the possibility to get information, to offer a cooperation and to search for partnership within the EU via the WISE Information Board.
