COPERNICUS COUNTRIES NETWORK FOR STATISTICS AND INFORMATION DELIVERY

Objectif

The objective of COPESTAT (Copernicus Countries Statistical Services) is to plan, streamline, and selectively develop a EUROSTAT-type of a database structure capable of providing and marketing information (east-west, west-east) via advanced communications and electronic media.

During the pilot phase, COPESTAT will only deliver statistical information for selected themes (subject areas) to be defined by a market analysis study. These themes will be selected in cooperation with Eurostat. Ultimately, however, COPESTAT is aimed at a robust commercial business delivering on-line or upon request statistical information for PHARE countries, the NIS and other EU countries. For this purpose, COPESTAT members will form an EEIG (European Economic Interest Group).

The Network will be interfaced to other EC national and international networks and to EUROSTAT in case desired by the Agency. No such private system exists in the PHARE countries and the NIS that can provide statistics on a commercial basis and world-wide.

The two main deliverables of COPESTAT are: (1) A Strategic Business Plan: Year 2000, and (2) A database and services plan aimed at delivering world-wide Copernicus and NIS statistical services on a profit basis. The project will be accomplishment in 4 work packages: Project management, Strategic Business Plan: Year 2000, database & services, Information delivery and dissemination.

Items of these two major deliverables are: a Compendium; a Usage and Applications Document; a Components Framework; a Workshop on Operability; Economic Feasibility and Pilot Application Statistics Delivery and Mapping; a detailed description of the COPESTAT 2000; the Interconnection to EUROSTAT if desired by the Agency; Delivery of Statistical Information Services; and a Network to delivering statistics and information world-wide to the market in co-ordination with the National Statistical Institutes of the Copernicus countries.

The partners will form an EEIG to commercialising the Network. The Network will be expanded into all European Countries, and the CIS. to be operational in 24 months and ready to deliver statistical services of added value world-wide, via INTERNET.
