Obiettivo The CO2 Crash Programme study has covered the main questions related to the CO2 emissions reduction policies. It has however pointed areas where questions have yet to be handled: the project tries to examine and harmonize the cost and potential of new technologies between countries.1. The CO2 study: The project assesses the potential contribution of renewable energies (DERE), energy efficiency (MURE) and reduced emission fuel technologies (FRET) to the reduction of CO2 emissions. 1.1 Dere The contractors will construct data sheets for the presentation of relevant renewables energies. They will define a methodology for the incorporation of renewables energies into EFOM-ENV and this methodology will be tested through preliminary studies with the data from the UK and other countries. 1.2 Mure The MURE project aims at evaluating the role of energy efficiency, in all economic sectors, as a component of energy policies concerning environmental protection. It will compare in terms of cost-effectiveness, energy conservation measures and other supply oriented actions to rationalise the energy system with additional environmental benefits. 1.3 Fret The contractors will provide UK FRET as requested by the project leader. 2. An accounting framework for the environmental Costs of energy 2.1 Coal Fuel Cycle The first task in the work programme is to identify and agree the detailed structure, scope and approach to the work programme. The effort should concentrate initially upon a single fuel cycle (the generation of electricity from coal). Study of the externalities of this fuel cycle will cover impacts, such as acid deposition, global warming, visual impact and solid waste disposal. Work will also focus on the solid and visual burdens associated with coal mining and the gaseous emissions from coal combustion. 2.2 Other Fuel Cycles Other fuel cycles will be given lower priority in the initial stages of the work. However, substantial work will be required on: a) Nuclear fuel cyles b) Other fossil fuel cycles c) Renewable energy technologies, and d) Energy efficiency technologies.
