PROGRAM FOR THE DISSEMINATION OF COLLECTIVE SOLAR HEATERS IN SOUTHERN EUROPE [PHASE 2]

Ziel

The goal of the project is to stimulate the market of solar hot water heaters through the diffusion of the Guaranteed Results procedure, and by a relative reduction in the price of these systems. This price reduction can only be obtained through an increase in the number of systems installed. This programme aims at creating in limited geographic areas (Southern Europe) a large number of high quality installations.
In a future stage, Sunergie forsees the application of the same approach in the other Member Countries as well as non-european countries.
Since the begining of the programme, the participants' know-how has progressed considerably. There is greater exactitude in the feasability studies, a control of the costs and increased quality of equipment and of their implementation. The table shows that economic profitability, characterised by the ratio on "Investment/ productivity" of the solar facilities is twice more advantageous in the second phase than in the first phase of the programme.

The project consists in the installation of 2879 m? of solar collectors, distributed among 22 collective installations of hot water production, in Spain (14) and in France (8)
The most innovative aspect of the programme is the application of the "Guaranteed Solar Results" procedure. The enterprises will carry out an installation (Engineering, Installation, Manufacturing of Panels) which will bring the client a guarantee that it will function correctly. At the end of the year of measurements, if the solar installation produces less energy than predicted, the group of enterprises will compensate the client for the missing kilowatt hours (KWh). This procedure required the development of inexpensive telemonitoring equipment and the development of computer programs for checking and monitoring the installations. Finally, this procedure must be adapted legally in relation to laws in effect in each country.
