Sustainable Urban Mobility Management based on an integrated Tool-set

Objective

In the longer-term objectives are to:
- promote reductions in the energy consumption associated with urban transportation.
- achieve reductions in the level of emission of pollutants caused by the use of vehicles in the urban environment.

To do this, SUMMIT aims to specify and develop an integrated set of tools designed for maximum simplicity to assist energy-concious decision-making and planning in the field of mobility management, with validation through application of the tool-set to model measures in a number of european cities, and of user-acceptance through workshop participation. The workshop also aims to extend usage of the tool-set to other medium-size cities in Europe.

The first part of the project involved the elaboration of a framework model for urban mobility management which can be used to assess schemes based upon a definition of sustainable impact indicators, (comparative fuel consumption levels, air quality criteria etc). Good practices in authorities of medium-size cities (50- to 250,000 population) were reviewed in order to achieve a specification that anticipates info. system & technology advances, and to clarify the resource and other operational constraints under which assessments are currently carried out. Key gaps in the process have been identified, and a PC/windows-based tool-set has been specified. The development of the case studies has assisted in defining common methods for estimating mobility impacts (fuel consumption, pollutant & noise emissions) and in integrating different softwares into a common tool-set. A workshop (Barcelona, March'96) will demonstrate the tools/case study results.
