Energy efficiency improvement in the use of computer equipments in the european public administrations

Obiettivo

To provide a tool to overcome the barriers of the European Administrations in the areas of energy (E) efficiency use of computer products.
The current barriers in the efficient use of computer equipments(c. e.) are: a lack of knowledge of what the E efficiency equipments are, a lack of energy saving behaviour rules in the use of theses equipments + a difficulty to evaluate their E consumptions.EFFORTS will help to overcome theses barriers by means of the production of the following material: a manual of good practices in the procurement and use of c. e., an evaluation guide consisting of an evaluation software package along with an evaluation booklet. All these materials will be published in both English + Spanish.
The fundamental objective of EFFORTS is to implement a Spanish National program to promote the efficient use of c.e.. Additional objectives: to curtail the operative expenses of the Public Administrations by means of a reduction in the electrical E consumption

This document is prepared for its presentation to a request for proposals subsidized by the SAVE prog. concerning the encouragement of the E efficiency in the E.U.. It was published in the Official Diary of the European Communities of 29 Oct. 1991.The project for which financial support is requested refers to 'Energy Efficiency Improvement in the Use of C. E. in the European Public Administrations (EFFORTS). This project is aimed to provide a useful tool to overcome the barriers of the European Administrations in the areas of energy efficiency use of computer products.
The current barriers in the efficient use of computer equipments are: a lack of knowledge of what the energy efficiency quipments are, a lack of energy saving behaviour rules in the use of theses equipments and a difficulty to evaluate their energy consumption.
EFFORTS will help to overcome these by means of the production of the following material:
- A manual of good practices in the procurement and use of computer equipments
- An autoevaluation guide consisting of an evaluation software package along with an evaluation booklet./
All these materials will be published in both English and Spanish.
The proposal includes the following elements worthy of distinctive mention:
- the fundamental objective of EFFORTS is to implement a Spanish National program to promote the efficient energy use of computer equipment. Additional objectives of the project are:
- To curtail the operative expenses of the Public Administrations by means of a reduction in the electrical energy consumption due to an efficient use of c. e.
- To improve Public Administrations image becoming a model to be observed by other Institutions and general users of c. e. and services.
- To disseminate the results materials of EFFORTS to all the European Administrations
To reach these objectives, the Plan is structured into 4 main phases:
1. Background and data collection:
- Establishment of a supporting team;
- Literature and database reviews in different institutions;
- Personal contacts with national and international experts
2. Evaluation of the energy consumption:
- Questionnaires and checklists design;
- Selection of the case study sites;
- On-site data collection process;
- Analysis and quantification of the energy consumption of computer equipment.
3. Results and educational materials production
- Conclusions and interim report
- Dissemination of the interim report
- Good practices Manual production
- Autoevaluation Guide (software package and booklet) Production.
4. Final dissemination events:
- Spanish national program design
- Dissemination of the results to the European Administrations
