Objective The main aim is to improve the transport energy efficiency in the partner cities i.e. Funchal, Besançon and Leicester and consequently to reduce the nuisances linked to the transport energy consumption. Secondly, it is an objective to establish a reference background for planning and design P&R activities for the three cities involved and also for other cities being interested in the P&R concept.The project is divided into three phases:The first phase comprises elaboration of a data bank based on up-to-date P&R experience obtained primarily in other medium-sized European cities. The information is collected through postal questionnaires and site visits.The second phase comprises pre- and feasibility studies for P&R approach for the cities of Besançon, Leicester and Funchal.The common framework for the third phase is development of scenari for implementation of P&R in the three cities - it may be scenari and strategies to obtain user acceptance as well as acceptance from political decision-makers, and scenari and impact assessment on technical issues like traffic flows, energy consumption, noise and pollution abatements.
