Objetivo This project is intended to identify and define the procedures necessary for the establishment of an energy certification system for buildings, including any legislative proposals dumed necessary to fulfill this aim.In Portugal, the building sector is currently responsible for roughly 23% of final energy consumption, and the country has one of the highest growth rates in Europe, i.e. 5%.According to the Council Directive 93/76/EEC, each EU member state should develop and implement programmes leading to energy certification of buildings.The present project was phased in six stages; 1- Identification of the areas to which certification is to be applied; 2- Definition of the type of certification to be attributed; 3- Establishment of norms for characteristics of the tests and applicable methodslogies; 4- Identification of the certifying bodies and test laboratories; 5- Drafting of legislative propopsals; and 6- Public awareness and publicity campaigns.
