Cel The AFFIRM project consists of the development of a complete system for prevention, control and automatic detection of forest fires. The system is made up of a certain number of ground remote terminals linked to an operations centre through a communication network by satellite. The main objective of AFFIRM is to provide a global and integrated solution to the problem of forest fire prevention, maintaining a real time data base of fire risk parameters, forest fire detection, through the automatic identification of any alarm, and helping in the subsequent human actions to control and eliminate the fire, providing useful real-time data in this phase of the operations. Moreover the functional objective of AFFIRM shall be completed with an economic objective allowing the results of AFFIRM to become a commercial product. To achieve these objectives the following are considered key issues in AFFIRM: - The fire detection mechanism, that will be based on the smoke plume identification. - The image compression algorithms, allowing to transmit the remote images to a control centre through a narrowband channel. - The satellite access method, optimising the utilisation of the communication channel. - The data processing, allowing to integrate in a common data base the data coming from diferent sources: meteo sensors, multispectral CCD, etc. Substantial part of the key development will be based on the results of already succesfully developed projects by the AFFIRM consortium members in previously funded EC programes; thus, maximum benefit will be obtained with the presently proposed R & D effort.
