MESSAGE BASED INDUSTRIAL PROPERTY INFORMATION EXCHANGE

Paperwork is still the hallmark of industrial property administration in the EU. MIPEX will explore the scope for replacing exchange of paper documents with a telematics messaging system. The approach will be compared with other technical options, such as direct on-line access. The project will examine whether the system improves the quality and efficiency of administration, and identify other benefits for its users, who will also be closely involved in its evaluation. An improved system is expected to encourage protection of intellectual property rightsto improve the competitiveness of European industry.

Currently most of the administrative processes between the Industrial Property administrations in the European Union and users (intermediate and end-users) are carried out by the exchange of paper documents. Theses processes could be carried out more effectively and efficiently if a telematics message based system was introduced. Many users now have the basic equipment (eg. PCs and modems) to use telematics.

The main objective will be to establish a system that will allow end-users and intermediate users to create, send, receive and retrieve relevant information from the Industrial Property Administrations, users should be able to route transactions to their local office for onward transmission. A message based approach seems to be an appropriate basis for establishing such a system, and further analysis will first be undertaken to investigate this approach and to compare it to other technical options such as direct online access.

The main evaluation criteria will be whether the proposed system improves the quality and efficiency of the service provided by administrations to their users, and the efficiency between and within administrations. The project will progress through the five phases defined for a typical RTD&D project during these stages the key issues will be discussed and agreed with users. FICPI (a relevant user group) will be actively involved in the project and will co-ordinate user interests.
