Cel SPACE is intended to simplify procedures for EU citizens moving to another Member State, by cutting back on time-consuming formalities involving social security, tax, local government and other authorities. SPACE will show how a telematic infrastructure can provide a single point of access to these different services. As a result, one official may retrieve information needed from the corresponding authorities in another Member State, data transfer will become cheaper and more reliable and citizens will satisfy all change-of- residence regulations in one visit to the relevant authority.The Free Movement of people in Europe is granted by the Maastricht Treaty, but in reality the free movement is hindered by many administrative barriers. The SPACE project will demonstrate the possibility to reduce these administrative barriers by introducing a telematic infrastructure for the exchange of information. A Citizen moving from one Member State to another is facing a variety of administrative burdens: registering in the municipality, arranging social security, complying to new tax regulations, registering a car, exchange of drivers licence and getting a medical dossier accepted. These issues regularly takes 6 to 12 months to be resolved and the Citizen will personally have to visit several public bodies to receive, deliver or certify documents.The project aims to create a single point of access to these administrative services, allowing one civil servant to retrieve the necessary information from different sectors in another Member State. To realise this single point of access, the project will develop the necessary applications to make the electronic transfer of the required information between Member States possible. It will involve a range of different ministries in the Member States: Interior, Tax, Health, Social Affairs, Justice, etc.The Single Point of Access will provide the Citizen with one-stop-shopping of administrative services. This will ensure that the registration process can be more efficient and data will be more accurate and reliable. The administrations involved will be able to provide the required services, in a more cost- and time efficient manner. The intersectoral approach will be beneficial for the development of generic services in the administrative domain and for addressing generic issues.
