Integrated and global support system for environmental management and monitoring

Policy-makers, managers and quality controllers would be seriously handicapped without reliable information systems to help them with their efforts in protecting and improving the environment.
National and local authorities, public and private companies all have a part to play in monitoring and managing the quality of air and water in their particular countries, regions, cities and towns. That is where the SIGMA project enters the picture.
SIGMA aims to provide an integrated management layer to run above a diverse range of environmental information systems. It is a major step forward towards providing a global and integrated system and a better access to environmental information.

The project has attracted the attention of public authorities as well as companies and technology suppliers. A group of representatives of these parties has been formed. The group's goal is to create an integrated and interactive system capable of monitoring and managing the three key environmental sub-domains: air, water and waste. This means that the final system will have to monitor the range of environmental topics from water systems to high-altitude air and from industrial waste to household refuse.
Their first task is to acquire the functional specifications and user requirements and then to develop a prototype showcase. This will not only demonstrate how such an integrated information system will work, but will show how SIGMA really can contribute to the quality of environmental management.

Users
The prime users are the four validation sites: Union Fenosa, Provincial Board of Noord-Brabant, Environmental Protection Board of Sollentuna, and Xunta de Galicia..

Approach
The approach consists of studying existing documentation, conducting workshops and interviews, and visits to departments. An inventory will be collated of user requirements and system functionalities. A prototype system will be developed using state-of-the-art visualisation techniques (e.g. GIS, multimedia).

Contribution to EU Policies
Thescope of environmental protection projects in the EU tends to be national and specific to a very particular situation. The standards used in this project will take another step in the standardisation of environmental monitoring and management systems.
