Objectif The project intends to develop a cost-efficient method for developing region-to-region transport matrices of flows based upon the economic values of the regions involved. The premise is that the economic information is often accessible, whilst transport flows measurements are missing; on the other hand, a strong correlation is expected between transport and economy: if such a model function could be established and applied to countries lacking detailed information, then a cost-efficient instrument would be made available to construct origin x destination matrices, which is an essential component of one of the data categories defined in the information systems: general databases. The estimation of domestic and international origin x destination matrices for freight and passenger flows will be attempted with respect to different characteristics of these flows, such as commodity and transport mode in case of goods transport, and motive and transport mode for passenger flows. This study concentrates on modelling inter-regional freight and passenger flows in those cases where full information is not available but highly desired. %A secondary objective is its application to the Eastern European countries. The current lack of transport registrations in a rapidly changing transport situation makes the need for transport flows statistics even more crucial. The model developed in this project will be used to estimate the newly coming transport flows, based upon economic factors by region. Application to the example of Hungary where efforts have recently be spent to build up a regional economic database could serve as a test case. In countries like the Central and Eastern European countries, the shortage of information will continue to exist as long as no adequate transport information is gathered. In this case, the methodology will fill the information gap until advanced transport statistics will have become available. Such a model can also be used to analyze scenarios in which regional productivity levels differ, or to analyze the effects on transport of economic policies based on physical planning.
