Cel The objective of this project is to develop a methodology, and then to implement and test it in an operational model to present base scenarios on European transport developments. It will represent how external factors influence levels of mobility, and estimate the extent to which the European transport networks can cope with the resulting transport needs. It endeavours to bring state-of-the-art research on strategic transport modelling issues into practical use so that a reliable method to support European transport policy decisions can be created. A model based on the methodology will be calibrated for all of Europe, and then used to provide forecasts of the patterns of mobility and of freight and passenger flows.The creation of a comprehensive modelling structure will be facilitated by the development of three self-standing tools that streamline the creation, use and presentation of modelling frameworks for the development and testing of European scenarios. Software developments arising from the research issues investigated will where feasible be in free standing software so that they can be easily utilised subsequently within other transport research projects.
