Support for research networking in Russia, Ukraine and Belarus

Objective



The objective of this project is to help the NIS develop and expand its research computer networks. Connectivity with European and worldwide networks will be established. The resulting improvement in their research infrastructure will help NIS integration into European and worldwide scientific cooperation and will contribute to their longer term scientific and technological capacity.

The German DFN Association provides a telecommunication infrastructure for academic and industrial research in Germany. The user community is represented through the DFN membership. The technical means for provision of data communication services presently are: the Wissenschaftsnetz (WiN) and an electronic mail infrastructure consisting of several electronic mail relays and gateways. These services provide DFN users with world-wide electronic mail connectivity to X.400 networks, EARN/BITNET mail and INTERNET mail.

The research networking in Russia is organized by the RELARN Association which includes partically all large scientific centres and universities all over Russia. The RELCOM backbone is mainly used as the transport medium for RELARN networking activities. The main task is to use RELCOM infrastructure in the most effective way and to create several RELARN modes especially for R & D networking. In Ukraine the Institute of Information Recording Problems (IIRP) has developed an information network system for research organisations and also for small and medium entreprizes. For the international connectivity a satellite link to the public network DATEX-P in Germany is being used. Scientists in Belarus use the BASENET network established by the Academy of Science which has connectivity to the German DATEX-P.

The following overall objectives have been defined: to provide a basis for using modern communication services in the concerned organisations by installation of adequate equipment; to organize the connection to WiN with access to the EuropaNET. Funding will be used mainly for initial installations and adaptation for connection to European research networks as well as supporting software. The project will enable researchers in the countries concerned to benefit from existing services.
