Legal, administrative and policy strategies for securing sustainable development of the forestry sector in Russia, Belarus and Ukraine

Obiettivo



The main objective of this joint research project is to analyse the present legal, administrative and policy sub-systems for forest resources utilization, protection and reproduction in Russia, Belarus and Ukraine. Based on this, the project aims at suggesting improvements in the policy instruments to balance the economic, ecological and social interests managed by state forests.

The analysis will focus on the state forests, due to the fact that the state forest institutions are the key factor in these three NIS countries in the utilisation of the forests and in the implementation of the forest law.

The analysis will be based on applied theory of policy-making in forestry. The theory will link the forestry state institutions to the political process. On one hand, the different phases of the political process from formulation through implementation to evaluation of forest policy give a framework to the forestry state institutions. On the other hand, the behaviour of the state forest institutions can be described and explained within this framework based on organizational theory.

The basic hypotheses of the organizational behaviour and the policy process will be developed upon policy and organizational theory from recent literature and will be empirically tested by case studies. These case studies will provide the empirical basis for a detailed report on major processes that characterize the behaviour of the state forest institutions of the three NIS countries involved. A final report will be produced.
