RIVER BASED INFORMATION, NAVIGATION, AND COMMUNICATION

Objective

The today inland navigation is based on voice communication and on-board radar. With increasing traffic density, enlarging of vessels or combinations with a dec reasing manoeuvrability, and increasing requirements of education, training and certification, more information has to be available and presented to the crew. T he integration of auto pilot, trajectory control, and traffic situation in combi nation with data communication has to be defined. The use of advanced technologi es in inland waterway transport together with the harmonisation of human/machine interfaces and control devices will enhance the efficiency and safety of inland navigation. The general approach of the task will be the identification of the functional requirements to introduce RINAC as the control centre on board of an inland navigation vessel consisting of a navigation display and a communication console and including the integration of shore based radar and transponder syste ms, the integration of the existing sensor equipment on board, including new sen sor technologies and sophisticated auto pilots, and the integration of communica tion equipment on the basis of the available hydro-graphic and infra-structural information.

The question of importance to solve is, whether or not besides the navigation display, another display is required for additional information. The approach is based on safety and efficiency grounds. A schematic design of t he architecture of RINAC will be included and is one of the work packages. A scr utiny of present day training courses in the different countries needs to be car ried out and these courses need to be assessed in the light of the new developme nts in the control centre. A scrutiny of the present day certification in the di fferent countries (such as the "Rhein Patent" and the navigation license in the Netherlands) needs to be carried out and the harmonisation of a West European li cense needs to be evaluated. The Work package will use a number of scenarios whi ch also have been used in Research Task 15 "Incarnation". These scenarios concer n a number of traffic conditions. These may be the present situation: Netherland s-German border say ships that carry 100 Mt up river and 40 Mt down river is bas e line, and situations with 10%, 30 % and 100 % increase. The study will use ref erence ships: this may be a motor freighter of 1750 tons cargo capacity, but wil l also deal with a motor tanker, a chemical tanker, and a gas tanker. Special re quirements for push barge trains will be considered.
