Employee development in tourism: a comparative study of policies and practices in the hotel industry

Objective

Tourism accounts for approximately 5.5 per cent of GDP in the European economy, and provides direct employment for around nine million people. However, Europe's share of the global tourism market has recently been declining. Quality rather than cost is determinant of success, and the quality of service is crucial. Human resource development in the tourism industry should be a high priority, but this has not traditionally been the case. The hotel sector, in particular, has been a major employer of disadvantaged workers and has a reputation for poor human resource management practices. Progressive employers in the industry are keen to challenge this situation.

The general aims of this survey are to work with tourism and hospitality industry policy-makers and practitioners to improve employee development and training standards, and to facilitate a lifetime learning approach for individual employees, particularly among disadvantaged groups.

Following investigation of hotel employment and vocational training provision in four countries, case studies of hotels will be carried out in two locations per country - a city which attracts heritage tourists and business travellers, and a seasonal tourist resort. Interviews with managers to discuss company policy and practice will be followed by detailed case studies of each hotel, the core of which will be an employee survey of skills, work history and attitudes to training and learning.

Impact
The survey will lead to a clearer understanding of the relationship between human resource strategies and opportunities/obstacles to learning. This information and analysis has hitherto been available.
