Preconditions for successful cross-border Cooperation on environmental issues

Objectif

To examine the obstacles to cross-border cooperation on environmental issues between neighbouring areas in Western Europe, and to identify the conditions necessary for successful cooperation at regional as well as at national and EU levels.

The study examines the formal and informal mechanisms of decision making and cooperation on environmental issues in existing and emerging cross-border regions within Western Europe and identifies the conditions for successful cooperation.

The research is divided into two main parts :

i) a comparative study of cross-border cooperation schemes existing in several European regions;

ii) an in depth study of two neighbouring areas, the Upper-Rhine Valley which lies across the Swiss, French and German boarders, and the Lake Constance covering Austrian, Swiss and German boarders.

The comparative study of some 15 regions is intended to provide an accurate record of experience and to furnish a broad taxonomy of the factors and conditions relevant to the success of cross-border cooperation. These include the nature of the environmental problem, the compatibility of the administrative structures (including central government control), social values, the presence and the role of non-governmental actors.

The in depth-study of the two southern Rheinish regions will test the usefulness of this taxonomy, refine it further and seek to assess the chance of successful cooperation on environmental issues (and how to improve it).

The project has been selected for additional funding under the PECO Programme. The project includes partners from Hungary.
