Objectif

Commercial exploitation of public sector information in Europe is still extremely difficult : there are no common principles for collecting and storing information, no common legal framework for re-using information and there is very little experience with public private partnerships.
The objective of DEMANDS is to verify the economic and technical feasibility for the setting up of a company based on a partnership composed by the Municipality of Modena with one or more private entities, in order to create a destination for offering the users (e.g. citizens, firms, associations etc) digital services linked to Public Administration, they may use both narrow and broad-band.
This way the City of Modena should progressively outsource its services, keeping co-ordination and control functions. The Company will be set-up on the ground of a business plan that will define all technical, legal, management, fiscal, economical and financial issues and the model introduced -business model, public-private partnership- may be transferred and used in other European cities.
