CApacity Utilization in cellular networks of present and future generaTION

Objectif

The project will develop algorithms and implement new techniques in present and future generation cellular networks, to provide enhanced capacity management. The major goal of the project is the design of a reliable system for network resource-management. The project will take into account all possible matters of traffic congestion and result in flexible mechanisms to avoid overload in all cases. Furthermore, the project will study the influence of the introduction of new technologies, such as HSCSD, GPRS, EDGE and the already existing WAP. The main innovation of CAUTION will be the ability to monitor the whole network from a central site and have an overall view of the network and its components. The CAUTION project will assist the enhancement of cellular networks to result in more reliable and stable systems.

Objectives:
To design and develop a novel, flexible, highly efficient and scaleable system able to control the network resources. The project will initially perform an in-depth study of the cellular network mishaps in congestion situations and specify the system requirements. Subsequently, CAUTION will design additional management components to the existing cellular network architectures, considering also the additional traffic that will be added to the networks, due to the new data-technologies. Dynamic user prioritisation will be implemented, focusing to emergency and congestion situations. Simulations and trials will be performed for UMTS and GSM respectively.

Work description:
CAUTION is a project with a relatively short duration, due to the demand of cellular operators for immediate exploitation. The work is organized around six workpackages. Initially, the project will perform an in-depth study in order to define all reasons that lead to traffic congestion in cellular networks. This extensive study will also include scenarios with value-added services, based on high-speed, circuit- and packet-switched data transmission. The requirement analysis will define the system's specifications for the project. Subsequently the system architecture will be designed and each network component will be implemented. The integration of the new elements is considered to be a very important step towards the realization of a reliable and stable network. Simulations and trials will be performed to test and validate the performance of the optimised network. A focal position in the flow of the project will be the constantly dissemination and exploitation of the work's progress and results, due to the nature and the importance of this R&D project, both for the social as well as the economic impact.

CAUTION has produced a prototype platform for congestion situations, which is validated and tested for a number of months in both a simulated lab environment as well as in a trial scenario. CAUTION system has been conceived with the purpose of tackling the problem of traffic overload in cellular network, by applying a number of possible resources management techniques. Some of these techniques already existed, but they were not efficiently applied. The architecture designed within CAUTION project for an efficient management of traffic congestion includes new elements in charge of monitoring cellular networks, detecting congestion situations and applying management techniques to cope with traffic overload. The four new CAUTION network elements, interconnected by means of dedicated wired lines or IP backbone network are the following ones:
· Interface Traffic Monitoring Unit (ITMU)
· Resource Management Unit (RMU)
· Emergency Call Server (ECS)
· Priority Call Server (PCS) Along with the above elements comes a unique in the market tool, namely Traffic Generator Project (TGP), which is a traffic producing tool for cellular networks and it is ideal for simulation, testing and evaluation purposes and methods.
