Location of Cellular Users for Emergency Services

Objetivo

The objective of this project is to provide the EC with support and expertise regarding the definition of a future Emergency Call Service (ECS) in Europe taking into account all aspects of a future implementation such as: user needs, institutional issues, technical and technological issues, foreseen markets and convergence with other applications. This will participate to the guidance of EC policy development regarding the most relevant European regulatory framework for Enhanced 112 Emergency services.

Work is split into 4 main technical workpackages:
WP 1000: Overview of Location Services,
WP 2000: Definition of Enhanced 112 services,
WP 3000: Implentation Options,
WP 4000: Recommendation.
Outputs of these WPs will provide: An up-to-date overview to Location Systems, a definition of ECS services for Europe, an analysis of the implementation issues for such systems and recommendations regarding further implementation initiatives at EU or national level.

Objectives:
The objective of this accompanying measure is two fold:
1) To contribute to the definition of the most relevant regulatory framework for the tentative European wide deployment of Enhanced 112 Emergency services by 1st January 2003 through:
a)The outline, prioritisation and introduction of findings and recommendations (mainly concerning user needs, technical, institutional, organisational, financial aspects) regarding the definition and implementation options for Enhanced 112 Emergency Services
b) The outline, prioritisation and introduction of findings and recommendations (mainly concerning user needs, market, technical, institutional and organisational aspects) regarding the fully commercial provision of assistance services, in the context of the possible European-wide deployment of Enhanced 112 Emergency services.
c)The outline, prioritisation and introduction of findings and recommendations (mainly concerning user needs, market, technical, institutional and organisational aspects) regarding the conditions deemed necessary to fairly stimulate the European wide take up of Mobile Value Added Services (M-VAS), in the context of the possible European-wide deployment of Enhanced 112 Emergency services.

2) The active support to consensus building by the timely introduction of findings to the Coordination Group on Location Services, taking into account feedback. This also comprises the secretariat of the Coordination Group on Location Services.

Work description:
The Work is split in 4 main technical workpackages:
WP1000: Overview,
WP2000: Definition of ECS,
WP3000: Implementation Options,
WP4000: Recommendations.
In addition WP5000: Management is specifically dedicated to the management of the project.
WP1000 will provide an overview on the current state-of-the-art of location based communication services and will give a summary on location services with special emphasis on ECS and related services and with detailed focus on E911 in the USA.
WP2000 will provide definition of ECS services including technical requirements and institutional aspects such as liability, security roaming and protection of privacy. A market analysis will show the potential market for location based communication services and identify the major market drivers. Using the results of these investigations potential for different service options will be identified (one way service, two way service).
WP3000 will analyse implementation issues. Socio-economic impacts will be identified and contributions to a business case will be made. For the implementation of local based communication systems a basic time schedule and financing concept will be worked out and necessary support actions like standardisation, regulations and demonstration projects will be formulated.
WP4000 will firstly provide on request support and expertise to the EC in all domains related to ECS. Secondly it will provide recommendations, which should allow EC to fine tune on-going RTD activities and define future RTD activities.
WP5000 is to manage the whole project to provide administrative support to organise the various workshops.
WP1000, 2000 and 3000 are consecutive while WP4000 runs in parallel for the whole duration of the project.

Milestones:
This project will last for 14 months. Main outputs of the project will consist in the following reports:
Overview of Emergency Call Services (ECS)
Definition of an ECS for Europe
Analysis of ECS implementation issues
Recommendation regarding the future development of an ECS in Europe.
