Objective
The strategic aim of "DEEPSIA - Dynamic on-linE IntErnet Purchasing System based on Intelligent Agents" is the creation of a state-of-the-art information and business solution based on Internet, which will support companies' usual day to day purchasing requirements via the Internet.
Intelligent agents, human agents, catalogue management, software mediation, database technology and up to date communication technologies will be used towards the integration of the flow of business information to and from buyers and suppliers.
B2B e-commerce models usually focus on SMEs as suppliers, often within virtual shops or marketplaces. However, in fact all SMEs are purchasers of goods and services. Depending on the size of SME, this function may be performed by one person - the owner/manager, or purchasing manager - or may be open to a number of staff.
The DEEPSIA proposal aims to address this business process within SMEs and support the purchasing function with an e-commerce application. This will support systems for approved suppliers and authorisation levels. It will make purchasing more time and cost effective. It will enable SMEs to develop supply webs rather than supply chains.
DEEPSIA will provide a purchaser centered solution available on the desktop and tailored to individual requirements, rather than a supplier centered marketplace. The project aims to introduce SMEs to e-commerce as purchasers, rather than suppliers. It will support/help the end user processing more cost and time effective purchases, providing an interface with catalogues containing offers from various suppliers (approved or alternative ones).
One of the key project issues is the assumption of SMEs requirements and a broad social-economic research which will seek to develop a better understanding of key issues relating to the development and deployment of purchasing systems and e-commerce applications supporting them within SMEs. It will examine the potential to encourage adoption of e-commerce by SMEs for purchasing (as an activity common to all SMEs) rather than a supplier (as not all SMEs have products suitable for e-commercialisation).
It will investigate a new paradigm for e-procurement, through the use of dynamic bespoke catalogues, powered by intelligent agents, in place of more traditional marketplace models. This will provide an assessment of the potential of this approach in the context of the range of technology, economic, human, social, cultural and legislative factors faced by SMEs today.
