The Baltic BIT-House Network for promotion and dissemination of Information Society Research

The basis for this project is a feasibility study carried out by 12 regions in 8 countries around the Baltic Sea to establish a network for launching ICT-based applications to promote the development of SMEs. Work is based on research on best practise in operating knowledge resource networks and from research on regional innovation systems and technology transfer. The BIT-House Net enables assessment, evaluation and testing of existing ICT-applications in different contexts. Understanding context specificity is critical as a means of learning and capability building in order to provide relevant services.

The objectives of the BIT-House Net are to use the BIT-House Network as a platform for the dissemination of ICT-research results to promote the development of SMEs and to increase the degree of connectivity between and within the participating regions. The guiding principle is to establish a platform that might be used for various sorts of applications. The most tangible results of the project will be linked to that objective.

The project will establish core-operating procedures and work methods for managing the network effectively and will develop models, practices and competencies making it an efficient platform for the deployment of ICT-based diagnostic and problem-solving business development tools, enabling human resource development through distance education, facilitating local content production, allowing the network to be a spearhead for the introduction and adoption of emerging business models.

Objectives:

Work description:
Vital to the work is to identify existing research results and to evaluate them in the context of this network. Given the diversity of the network our assumption is that what will work for our purposes will have high quality in terms of relevance and transferability to other networks. An important part of the work is to institute an evaluation and dissemination process initiated from a distributor/user perspective. To achieve this there is a need for new methods and procedures to assess and evaluate the various tools available but also to develop proper ways to collaborate with developers and IPR-holders. An evaluation model that helps strike the balance between local responsiveness and standardisation and context dependency will be developed. There are numerous software packages and tools to diagnose and solve problems. Many of those that are specifically developed to address the needs of SMEs are results of Framework Programme research. Nevertheless, there is always the issue of relevance and transferability to users outside of the context they were developed.

The first WP is directed towards enhancing the core competencies of the members as a result of the Net as a whole.
WP2 focus on developing competencies making the network a vehicle to promote the development of SMEs. This includes interpretation of the policy recommendations from research on regional innovation systems, to identify ICT based business development tools and thirdly to utilise the Net as a testing ground. Fourthly, making the necessary investments in an applications library and the fifthly to find collaborate ways to add complementary expertise to the BIT-house Net.
WP3 is addressing human capital development through learning including the development of a model for how the platform might be flexible enough to be used for distance education as well as local content production.
The most important part of WP4 will be to assess the impact of web auctions and to develop a toolkit for SMEs.

Milestones:
Work will generate models and checklists to develop and secure the competencies of the network. More generic results will be to what extent context specificity affects the applicability and transferability of results from research to produce software and other tools to promote the development of SMEs, distance learning and local content production and emerging business models. There will be a platform for ICT dissemination in the Baltic Sea Region openly available.
