Objective Restricted access to water resources bears severe conflicts between nations and communities, but also when insufficient flood control endangers communities during periods of high precipitation. An International Conference in Beijing will bring together local authorities with experts from around the world for developing and implementing strategies to transfer the Helsinki Rules of equitable-utilization-principles in marine resource exploitation to the sustainable use of freshwater resources by local communities in watersheds. The proposed conference should compile basic knowledge to develop a cluster of projects to manage ecosystem for sustainability and socio-economic improvements in using Sorghum Kiang (Sorghum River) - tributary to Hailing Kiang (Hailing River = Amour at the border to Russia) in Jillian Province as reference area.
