Regional Secure Healthcare Networks

Obiettivo

RESHEN aims at combining existing experience in the fields of telemedicine and PKI technologies, in order to solve existing healthcare information security problems. More specifically, RESHEN's objective is to provide a best-practice action on the secure communication and information exchange between all levels of participants (primary & secondary healthcare service providers, end-users) in regional healthcare information networks within the regional networks themselves, as well as between different regional networks in Europe. The proposed work-plan includes a (market oriented) survey on existing technical and organisational security practices in the healthcare sector, integration of tools and solutions, pilot operation and extended validation, as well as business assessment and exploitation. The expected result includes three PKI implementations in regional healthcare information networks, interconnected in an overall pan-European PKI.

Objectives:
RESHEN's overall objective is to provide a best-practice action on the secure communication and information exchange between all levels of participants (primary & secondary healthcare service providers, end-users) in regional healthcare information networks within the regional networks themselves, as well as between different regional networks in Europe.
In this respect, some specific project objectives are:
a)To use the current security practices and tools for setting-up a functional PKI based on Transport Transfer Protocols (TTP's) for regional healthcare information networks;
b)To embed three regional European healthcare information networks (in Greece, Germany, and Finland) into a pan-European PKI;
c)To consider organisational and regulatory issues for setting-up functional PKI infrastructures both at regional and at European levels;
d)To perform an extended exploitation analysis and business assessment in the field of healthcare oriented TTP implementations.

Work description:
The RESHEN best practice action will be performed at two levels:
a) Regional level: PKI services will be implemented in three regional healthcare information networks in Europe (in Germany, Greece and Finland), using existing solutions and products. In each establishment the major secondary level healthcare service provider (ex. Regional or Peripheral Hospital) will uptake the TTP role, providing the necessary security services (registration, certification, directory management, optionally key management, time stamping) to the primary healthcare service providers (ex. Local Health Centres & Clinics) and to all other actors involved in healthcare service provision at regional level (ex. pharmacies, laboratories, etc).
b) European level: The secure inter-connection between the three different regional healthcare information networks will be demonstrated, in terms of setting-up a network of TTPs at European level (pan-European PKI architecture). This is a quite important element, since most existing TTP projects have not managed to provide functional pan-European PKI schemes and, thus, there is a lack of such implementations in Europe, especially in the healthcare sector. Cross-national communication aspects will be taken into account in this level, including: interoperability of networks and systems & language problems.
The overall RESHEN concept will be applied in certain information flow scenarios which include communication and data exchange within each regional network, as well as between different regional networks.

The proposed work-plan for the achievement of the above tasks contains the following steps:
a) Examination of existing development tools and market survey in the field of security and healthcare information networks;
b) Determination of organisational scheme for the regional and the pan-European PKI infrastructures;
c) Implementation, pilot operation and demonstration;
d) Measurements and Evaluation of results;
e) Exploitation and promotion of results.

The RESHEN project (based on the above workplan) is expected to enhance the healthcare service provision in the involved Regions through the use of secure, efficient and flexible network connections, which will make possible tele-medicine implementations, in terms of tele-consultation, tele-diagnosis and remote treatment. Such implementations add value to current practices and services offered in the healthcare sector both for patients and doctors. Patients will benefit from regional and local healthcare network applications, which will facilitate the healthcare service provision at the patient's location and will minimise the need for moving to central general hospitals and/or clinics. Doctors will also benefit from the above approach, since they will be able to securely exchange medical data, thus getting informed about new treatment cases and methods and providing the best possible solutions for their patients.

Milestones:
Some important milestones of the project, according to the proposed work-plan, are:
