Regulation, Innovation and Competition : Towards an integration of environmental concerns into European industry

Objetivo

The objective is to describe how environmental concerns are integrated into the behaviour of various industrial sectors and how that is affected by the different regulation, innovation and competition contexts within which the companies operate.

The project is based on nine industrial and regulatory sectors case studies. The five industries covered are: chemical, agrochemical, the energy sector, car manufacturing and packaging. The four regulatory sectors covered are: liability rules, CO2 taxation, municipal waste and hazardous waste. In each case surveys of firms and regulatory bodies are made in 4 countries, France, Germany, Italy and the United Kingdom. In total 180 in depth surveys are planned.

The investigations have two components:

i) an in depth investigation of the factors and the mechanisms which underlie the environmental strategies of companies and the relationship with environmental regulation;

ii) an analysis of case studies which cover a wide variety of countries, industrial sectors, regulatory and environmental issues.

The project conclusion lies in the production of a synthesis of the regulatory themes which emerge from the case study material. "Regulatory capture" and other competition and efficiency type policy issues associated with environmental regulation are assessed along with the representativeness of the firms involved in the development of environment regulation policy.
