Objectif The ISCOM projects (R&D IST-1999-11425 and Demonstration Part IST-1999-71425) consist of the development, demonstration and validation of electronic timetable information and the set-up of mobility centres in the regions of Alsace (Regio Alsace) and Baden Wurttemberg as well as in the metropolitan areas of Rome and Vienna. The City of Stuttgart in Baden-Wurttemberg will additionally emphasise the improvement of traffic management functions, especially congestion information. To this aim, the different sites represent the regions with the cross-border aspect and the European capitals with the mass transport problem. The transport services on the digital network are accessible either by end users directly as an internal service, or by operators staffing the mobility centre. The aim is to provide a value-added service on digital communication networks with a broad range of services for transport agencies and for road users. The evaluation will determine the user acceptance and traffic impacts due to changing behaviour.Objectives:The overall objective of ISCOM projects consists of the development and demonstration of multimodal transport information and services to raise quality of life in the daily experience and in mobility in general. There is a need to overcome cross-border limitations in intermodal transport as well as reducing congestion, environmental pollution, energy consumption and accidents in road traffic. The aim is to create user-friendly applications of multimodal transport information and services, to improve transport and congestion management, support intermodal transport, create user-friendly interfaces, and to improve efficiency through adaptation of existing electronic timetable software to different areas. Specific traffic information and service for handicapped people will be included. On the technological level, novel data fusion techniques to deal with inhomogeneous schedule information from various sources will be developed. The project fully complies with the trend to establish generic service platforms that are independent of the underlying heterogeneous infrastructure. ISCOM will provide the opportunity to test novel mobile services in the transport sector and the application of different media to provide information and services to users (Internet, terminals, phone, flexible signs, DAB, SMS, WAP).Work description:The aim is to provide a value-added service on digital communication networks with a broad range of services for transport actors and for road users. These services embrace commercial mobility services on demand either with fixed stops or haul requests such as shared ride taxis, dial-a-ride shuttles, commuter vans or jitneys with modern micro-cars (Smart, E-vehicle) and mini cars on hourly or daily rental car basis, and employer and facility developer sponsored services like pre-arranged shuttles, vanpool and bus-pools. The core element of this project is the development of electronic schedule information and the set-up of mobility centres. Stuttgart will additionally emphasise the improvement and inclusion of congestion management. To this aim, distinct sites with differing problems have been intentionally selected - the regions with the cross-border aspect on the one hand, and the European capitals with the mass problem on the other hand. The work in the Baden-Wurttemberg and Alsace regions, on the one hand, will be a continuation of previous approaches on electronic schedule information based on the experience from the European digital sites project RUBIS and others. The major aspect in these two sites will be the mobility centre, where electronic schedule information is already available, but will extend its basic services through combination with other transport modes as well as international aspects, i.e. the co-operation of different European public transport associations and institutions. On the other hand, additionally congestion management and information will be improved in Stuttgart. This will lead to better information for end users directly as well as to additional information for the mobility centre and other parts of the municipal administration.Milestones:The project will develop electronic timetable information with basic services and for specific user groups and cross-border aspects. Mobility centres will be set up with basic and extended services (paratransit); traffic management will be enlarged by congestion management in Stuttgart. Technical validations will be carried out for the different information and services. Direct user benefits as well as traffic impacts will be examined and assessed.
