Supporting Measure for the ITs sHow-case and test-bed

Taking the opportunity offered by the showcase organised for the 7th ITS World Congress in November 2000 in Turin (Italy) and aiming at a longer time horizon, the challenge of the SMITH project will be to ensure a neutral demonstration environment for ITS operators of Europe and high performance facilities for operators of other parts of the world. The project is an accompanying measure that aims to ensure an open environment with state-of-the-art ITS components and infrastructure that form a "real-life" platform and that implements the most recent European results in the field of system architecture, communication standards, service specifications and data exchange open specifications. The project aims at providing the expertise and technical support for the necessary technological environment to facilitate, secure, promote and launch the permanent installation for it to serve as neutral testing and demonstration environment to facilitate standard testing, test-bed for services and showcases. The project will guarantee to external actors, starting from ITS Congress participants, the availability of a "plug & play" open working environment. In this environment, systems, services and equipment, which are compliant with European standards (both consolidated and emerging), can be tested, verified and/or demonstrated in real-time and without the need for ad hoc adaptations and/or patches.

Objectives:
The main objectives of the SMITH project are twofold: it aims to raise the awareness of ITS stakeholders of the current and future possibilities of ITS in general, and to invite providers to demonstrate their services and systems and to learn from each other's experience. To this purpose, SMITH will ensure the integration of the available ITS components in an open ITS platform (called TITOS) according to current European standards, guidelines and architecture framework. ITS service or products providers who want to use this platform for demonstration purposes can rely on the project's technical support. This implies a comprehensive technical specification of the platform architecture, interfaces, data and services that are available. The project will provide an international team of technical experts who are able to intervene on the systems to solve technical problems, in order to assist and support the clients of the ITS platform. The project will guarantee the reliable and efficient operation of the ITS open environment by ensuring the continuous availability of real-time data through the available interfaces. The results of the project will be assessed and evaluated in terms of: platform performances and reliability, the availability of services for users and the adherence of the platform to specifications.

Work description:
Platform integration and engineering aim at integrating the available ITS components and provide comprehensive technical descriptions and manuals to describe the characteristics of the data, interfaces and services made available by the platform to external actors. Quality criteria for the platform will be defined and constantly technically verified during the project life. Moreover, this work includes the essential activities necessary to guarantee that solutions adopted by the ITS platform are in line with European existing and emerging standards and harmonised solutions. Technical support to platform clients includes the key activities for the successful achievements of the project objectives. An international "technical co-ordination force" will be available providing a group of technical experts dedicated to actively support and provide technical solutions to demonstrators interfacing with the platform. The "force", together with the technical help desk, will be able to provide the necessary expert technical support from the early stage of the project when facilities for testing remotely the platform interfacing will be provided. The expertise of the technical support includes the capability to intervene on the elements of the platform and implement corrections/modifications if judged necessary. Platform operation provides the necessary supervision and assistance to the platform components in order to ensure the reliable and efficient operation of the ITS platform. The activities performed will be particularly intense and important before and during the period of the 7th ITS World Congress, but will guarantee the continuity of the platform operation during the lifetime of the project.

Milestones:
The SMITH project will provide to external actors, before and after the 7th ITS World Congress, the necessary expert technical support to a working environment where systems, services and equipment, which are compliant with European standards (both consolidated and emerging), can be tested, verified and/or demonstrated in real-time. After the Congress, SMITH will transform the open platform (TITOS) into a general-purpose platform that, if successful, will be kept permanently. It will then mainly serve as test bed for emerging and developing standards; service level agreements or operational/quality procedures. Promotional activities will be performed.
