An Integrated Platform for Realising Online One-Stop Government

Objetivo

One-stop government refers to the integration of public services from a citizen's point of view. Currently, the realisation of online one-stop government in Europe is in an infant state. The eGOV project recognises that online one-stop government can only realise its full potential if supported by an integrated, open and extensible platform. The aim of the project is to develop and evaluate this platform, which will include the next generation of governmental portals, the service repository and service creation environment, the Governmental Markup Language, and the supporting network architecture. The use of the platform is expected to provide significant benefits to both citizens and public authorities. This platform will be evaluated in three European counties by two ministries in charge of realising online one-shop government, as well as other public authorities.

Objectives:
The main objective of the project is to specify, develop, deploy and evaluate an integrated platform for realising online one-stop government. This platform will allow the public sector to provide citizens with information that are based on "life-events" hence increasing its effectiveness, efficiency and quality of services.

Technical objectives include the specification and development of:
(1) the next generation of governmental portals and the supporting network architecture,
(2) the service repository and the service creation environment,
(3) the "Governmental Markup Language".

The technical aspects will be coupled with a study of social aspects and process re-engineering methods. The ultimate project goal is to promote the eGOV developments as the next generation platforms for online one-stop government.

Work description:
The work is divided into four main workpackage groups:
WPG0: Project management, assessment, evaluation and exploitation (Months 1-24)
WPG1: Definition of system requirements (Months 1-6)
WPG2: Implementation of the eGOV system (months 7-16)
WPG3: Integration and trials (Months 14-24).

Within WPG1, the eGOV platform will be identified and specified and related technologies will be reviewed. Furthermore, social aspects and process models in the participating public authorities will be examined.

Within WPG2, all implementation will be carried out. This will include the next generation of governmental portals, the services repository and service creation environment, the Governmental Markup Language (GML), and the eGOV network architecture. The portal will feature a number of advanced characteristics e.g. access from different devices including WAP-enabled devices, personalisation, customisation, multilinguality, support of push services and digital signatures, etc. The services repository will contain all information on public services formed according to "life-events" while the service creation environment will enable the intuitive administration of the repository. The GML will be the connecting "glue" of the portal and all public repositories and will be implemented as an XML application. The eGOV architecture will provide advanced security and authentication/authorisation features to enable the realisation of transactions.

Within WPG3, the eGOV components will be integrated and three trials will be carried out in three European countries. In two cases the eGOV portal will be installed at relevant ministry, while in the third case at a university that already maintains a relevant portal. The trials will be monitored and the results will be evaluated.

The Milestones and expected results are:
(1) Increased quality of service, efficiency and effectiveness of the public sector
(2) Realisation of online one-stop government
(3) Platform that can be used by private or public companies to add value to data or services of the public sector.

Milestones:
M1: User requirements gathered and upper level specifications produced (month 3).
M2: eGOV platform and services defined and specified (month 6).
M3: eGOV system design completed (month 8).
M4: Inter-communication software components implemented (month 13).
M5: All Implementation completed (month 16).
M6: Integration, deployment and testing completed (month 18).
M7: Trials completed and project results evaluated (month 24)
