Neighbourhood governance-capacity for social integration

Obiettivo

In a recently completed EU-project, the partnership has largely focussed on the actual outcomes of implementing existing policies. However, as the project developed, it became evident that the effectiveness of localised social cohesion programmes is not only a question of what is delivered. Of equal or greater importance is how and by whom programmes are delivered, that is, the mechanisms of governance in the areas that have been studied.
Thus, the conclusion of the previous project forms the starting point for the new project The key hypothesis for the proposed research is that resources allocated to disadvantaged neighbourhoods are often used ineffectively. Structural change has created a major disjunction between the needs of residents and the formal structures that deliver services to them. This disjunction calls for an evaluation of present governance structures. Ultimately, the challenge lies in developing governance mechanisms and structures which recognise the specific nature of all stakeholders with interests in a neighbourhood and to reform and/or create adequate forums for communication, negotiation, decision making and implementation.
