Citizen Information Tool in smart AdministraTIONs

CITATION aims at providing citizens with an intelligent ambient for the provision of governmental services in the administration sector, meeting their needs for customised information delivery and flexible access. CITATION will create an innovative information platform that addresses the needs of both national and non- national citizens for direct access to essential public data (administration, legislation, available services). CITATION system will provide several innovative features, such as convenience and flexibility in access, intelligent information categorisation, user profiling, customisation of information, multi-functionality and multilinguality. CITATION utilises upon the vast pool of information in the healthcare administration and integrates a great variety of services concerning medical and social insurance, specific reimbursement requirements, patient intake procedures, government policies and initiatives on health, family planning etc.

OBJECTIVES
CITATION will create an innovative platform for all European Union citizens that will improve and promote electronic government services, ensuring that citizens have easy and direct access to essential public data (administrative procedures, legislation and available services). The objective will be accomplished through the development of a technologically innovative platform for the administration, customisation and flexible delivery of administrative information. CITATION will embrace the initiative and effort of all actors to provide and promote health-related administrative information, in the framework of local or national government services.

DESCRIPTION OF WORK
According to the user needs analysis the system architecture and the detailed functional specification of the system will be prepared. The identification of specific user needs and the state of the art technologies will lead to the design of a coherent system architecture that will ensure the functionality and interoperability of all system components. Then, the domain ontology model and the respective knowledge repositories will be designed and implemented. This is combined with the development of the user profiling mechanism (categorisation storage and processing of personal user characteristics and query). The implementation of the core Mediator subsystems include: - The Conformation module, which is actually responsible for the appropriate transformation and representation of user inputted information, - The Indexer-Filtering module, which is responsible for the indexing and filtering operations, so as to retrieve all the relevant information - The Customisation-Presentation Module, which makes the appropriate customisation of information to be presented to the user (according to user's characteristics, interests, device-communication requirements or restrictions). Access to the system will be achieved through various user devices, network interfaces and infrastructures. Then all the appropriate user and system interfaces will be implemented so as to provide fast and easy to use communication channels among the CITATION system components as well as the CITATION system and the end-user. All system components will be integrated, tested, assessed and final refinements will take place. Finally, dissemination of the project achievements and commercial exploitation of the final CITATION System will take place. The dissemination phase will promote the objectives and results of CITATION throughout all its duration. The exploitation plan will ensure to maximize return on investment and secure financial viability of the system and commercial success in the future.
