Decision support tools and methods for management and measurement of intellectual assets across cooperative networks

Objective

SME's are the backbone of the European industry. However, they face an increasing global competition and a fast changing economic and technological environment. Hence they start to cluster their core competencies in virtual networks in order to gain a competitive edge. Whenever it comes to concrete talks to form a co-operative network a key issue is the value, which is brought in by a single partner and the corresponding share of (future-) profits. But innovative products or innovation potential as such, intellectual assets of the human resources from the company, services with a high dependence on experience, novel approaches, research etc. are hard to evaluate in terms of values that a company contributes to the network. Therefore overall objective of the project is the assessment of the intellectual assets, which are inherently given in networking organisations. SME's are the backbone of the European industry. OBJECTIVES
The overall objective of the project is the measurement and assessment of the intellectual assets, which are inherently given in virtual network organisations. t is vital for the business success of such co-operative constellations to know the value of intellectual assets that the single partner brings in and how those values perform in the network life cycle. Therefore the purpose of measurement and assessment of the intellectual assets is twofold:
- To form the basis to build up a network - where full transparency can be kept about the value of the single partners contribution.
- To manage respectively co-ordinate effectively the network on a ""day to day"" basis and not dependant on an static (usually initial) agreement. This is to reflect dynamically the single partners performance regarding the value added to the network.

DESCRIPTION OF WORK
The first step in PLEXUS will be an Industrial Best Practice Analysis that means an extensive survey at an European level - concerning current practices that have proven as useful in different existing virtual network organisations - will be done. The objective of this work package is on the one hand to identify and analyse current practices and on the other hand to derive best practices for benchmarking purposes.

The work statements structured according to user profiles (consortium partners) and use case scenarios will be developed. Based on this results a derivation of user requirements regarding the methodology and the software will be possible.

The next steps refer to the development of the methodology. First an Assessment Model which consists of on the one hand a intellectual assets structure, which reflects the intellectual assets of a company resp. a network best and on the other hand methods for monetary assessment of this structure will be adopted / developed.

The intellectual assets structure will be inter-linked with measurable variables that indicate the network performance. Behind those measurable variables alternative methods and management techniques will be presented. After that the developed intellectual asset structure and categories on the one hand and the measurable variables that indicate the actual network performance on the other hand will be connected via a correlation matrix. On the basis of the best practices, the work statements and the methodology an adequate decision support tool will be developed (1st and 2nd protoype). The software will be implemented using evolutionary prototyping techniques, which means that after each implementation cycle, the prototype will be tested and evaluated by the partners and further developed in order to secure a high quality of the first prototype.

The last steps include data pooling for the developed models and the data interpretation as well as the evaluation of the models and the software.
