BioVisioN - roadmap to successful deployments from the user and system integrator perspective

Objective

The aim of this proposal is to contribute to a secure, user-friendly, socially acceptable and ethical use of biometrics in Europe by development of a roadmap for the future of the EU biometric industry. It responds to the objectives set out under the Fifth Framework programme, preparing for future RTD activities by: - investigating the commercial application of biometrics over the next 10 years using scenario modelling, noting the risks and potential benefits - identifying the resulting research challenges through the creation of an inventory of past and continuing research and development initiatives world-wide and undertaking preparatory focussed research to analyse the gaps in these activities which could be addressed through a successor programme to FP5.

Objectives:
To carry out:
Focussed studies in critical development areas eg legal, secure and acceptable biometric-enabled applications, using both qualitative and quantitative approaches;
Assessment of the key factors in the commercial take-up of such systems. Two workshops (one in month 6 and the other in month 13) where the results of such studies are brought together with the aim of developing a roadmap for the future of the biometrics and biometric-enabled applications in Europe. The initial workshop aims to provide the European Commission with an early view of the roadmap to support the development of the Sixth Framework research agenda;
A final collaborative report of all findings in Mon.

Work description:
The BIOVISION project consists of a number of parallel activities which together will provide the Commission with a validated roadmap for the development of biometric methods and applications over the period 2003-2010, as an aid to the preparation of R&D activity under the proposed 6th Framework initiative. The key activity will be generated through the participation of all consortium partners and subcontractors in two workshops in which the results of the studies will be one of the inputs to a scenario-driven roadmap construction (Work package 2). There will be 5 further Work packages to support and feed into this work. The consortium will endeavour through these activities to define the requirements for a European Biometrics Forum, whose form and structure will address the needs of the respective members of the European biometrics community. Work package 1 is the overall Project Management Work package and will ensure all objectives; deadlines and deliverables are provided in accordance with the overall proposal. Parallel with, and feeding into, the roadmap activity will be a number of focussed studies that address critical areas where there is insufficient knowledge and expertise in the worldwide biometric community and which could affect the direction of successful implementation of biometric-enabled applications. Such areas include: Work package 3 end user perceptions Work package 4 the security issues Work package 5 concerns with biometric systems revealing or causing medical problems Work package 6 the review of technology and applications Work package 7 the place of Regulation and Standards.
