Objective The Internet progresses by revolutionary steps initiating consequently the process of re-meaning and intensive developing of traditional information theories for new conditions. It is not easy to follow up and to explain the real process of substitution of relational data model by Internet and - of traditional recognition theory by data mining. Research institutions in Eastern Europe are developing some of the best theoretical advances in information systems and data analysis algorithms. In Western Europe, many small companies such as MINEit and MINEVision are exploiting the intellectual property the founders have developed in universities. By bringing these two groups together, a synergy is provided where radical new algorithm theory can be rapidly validated and applied. This proposal builds upon the strengths of both Western and Eastern Europe by developing the idea of an Algorithm Incubator.The main objective of the project is to investigate the theoretical basis for creating the cooperating algorithmic technologies including the stages such as global search, data archiving and intelligence decision support. The methodological basis is the intensive research and transformation of traditional information theories and further investigation of new components into the reference information modelling architectures to provide the solution of broad range of application problems. Main components of intelligent data analysis procedures, which are known in mathematical statistics, pattern recognition theory, logic deduction theories and experimental and theoretical heuristics, will be studied.The practical goal of research is in developing prototype systems with real applications, particularly, for e-commerce management and intrusion detection problems. The project addresses the overall environment of nowadays Information Industries: - distributed information systems, interoperability, global communication, intelligent systems, trusted information brokerage and electronic businesses by an international team of complementary knowledge and experiences. The research teams overall expertise includes the neural nets, logic-combinatorial and algebraic recognition, association rules induction and heuristics harmonization. The research is directed to the further development of these theories to create the hybrid technologies of data analysis in new conditions: - data are providing consequently by complementary portions, data sizes are very huge, the intelligent analysis provides the newly and powerful business mechanisms.Other work tasks are complementary and will provide the general framework for experimentation and will develop the methodological basis of experimental test-bed. In this way - the best match search algorithms will be developed as the search structure optimised by the theoretical solutions of discrete isoperimetry problem. This will be an effective component of WEB surf services. Practically such searches over the Internet are leading to the huge data amounts and to their accumulation into the data warehouses. Last is the special and complex database structure currently under the intensive development. The Algorithm Incubator makes it possible to prepare the best software theories and technologies across Europe (INTAS+NIS) to near-to-market state, and to provide ultimately leading edge technologies for wealth creation, thereby advancing cross-European competitiveness.Cross component harmonization is the supposed way to synergy of interoperability, intelligence and effective computation. The way to obtain a global result is to follow the cooperation of algorithms of data acquisition, structural archiving and heuristic analysis and reasoning. The practical resource at the partner groups is rich consisting of intrusion detection in networks, e-commerce globally on WEB, natural resource management and multilingual intelligence. MINEvision system in e-commerce (Belgian team) aims to construct a next-generation prototype analytic and knowledge deployment software system. It is tightly relevant to the proposed tasks by project. SPARTA IST-12637 project is a step to develop advanced technologies for highest critical issue of intrusion detection and prevention on Internet (Armenian). The task is very hard and needs a newly developed combination of sniffing and data mining - an integrated technical and algorithmic solution. The Russian partner team keeps exclusive experience in natural resource management having access to huge data amounts all over the country. The previous systems - LOREG and Taxon-Search on pattern recognition and data analysis will be further developed to the agent based technologies for Internet Automation and of Resource Management. But the main potential to integrate at partner teams is the theoretical knowledge such as neural networks (Spanish team), databases, information systems and warehouses (Greek team), logic-combinatorial and algebraic recognition and data mining theories (Russian and Armenian teams).
