Promotion and Market Stimulation of RES in the European Union and in Candidate Countries

Objectif

The proposed action aims at developing a high-level promotion and market penetration strategy for RES both within the European Union as well as in Candidate Countries, thereby contributing to the uptake of renewable energy sources in the EU as well as in the Candidate Countries to the European Union. In order to facilitate this process it is proposed to prepare a consistent overview of status and prospects for RE technologies today, serving as a valid source of information on the respective RE technology. Apart from this, an encompassing review of energy policies on all levels within the EU member states will be carried out, taking into account both EU, national, regional and local level. Based on this review, suggestions for future initiatives on EU level will be developed. Furthermore, special support will be given to Candidate Countries in creating policies and programmes to facilitate energy generation from RES in these countries. This is crucial in order to ensure that their future initiatives in this sector are coherent with EU policies.

Description:

1. Status and prospects of RE technologies today 15 to 20 page overviews of recent technological and market development for each of the following RE sectors will be prepared: biomass, PV, small hydropower, solar thermal, wind, integration of RES, sustainable buildings. These overviews will be grouped together to a comprehensive guide;
2. Review of Policy Initiatives within the EU An overview of current policy initiatives within the European Union will be prepared, taking all levels of decision making (EU, national, regional and local) into account. On the basis of the gathered information, proposals for new initiatives at EU level will be developed;
3. Status of RE development as well as review of existing framework conditions for RES in Candidate Countries: An overview of the current RE development as well as a review of existing legislation will be developed for the Candidate Countries. Flyers for each of the RE sectors will be produced and translated in the local languages of the Candidate Countries;
4. Organisation of a RES policy conference In order to discuss current policy initiatives of the European Commission and to stimulate the further uptake of RES, the organisation of a policy conference on RES in Brussels is proposed;
5. Organisation of workshops in Candidate Countries In order to best ensure the uptake of RES in the Candidate Countries, workshops will be organised in CC.
The proposed action will produce the following deliverables:
1. Status and prospects of RE technologies today - comprehensive overview of technological and market developments of RES;
2. Strategy document giving an overview of current EU policy initiatives in the field of sustainable energy as well as containing suggestions for future initiatives;
3. Flyers for each RE technology for Candidate Countries (Czech, Hungarian, Slovene, Estonian, Polish, Greek, Turkish);
4. RES policy conference serving as a key forum for information exchange between the various stakeholders on RES issues with at least 500 participants;
5. Document on review of RE policy in Candidate Countries;
6.Workshops in Candidate Countries (Czech Republic, Hungary, Estonia, Slovenia, Poland, Cyprus).
