Development of and preparations for the implementation of an Energy Performance Assessment Method for Existing Dwellings to stimulate RUE and the use of RES in the existing dwelling stock in Member States

Obiettivo

This research project will seek to conceptualise and develop the strategic, organisational, technological and commercial framework to deliver a model for assessing the energy performance of existing dwellings in a European framework. This framework intends to stimulate RUE and RES. The efficiency and success of the energy performance assessment-approach (EPA-approach) depends on the way it fits into practice. Thus, a number of relevant areas has to be taken into account, ranging from the economic impact of RUE and RES for inhabitants of existing dwellings to integration of measures into maintenance schedules and from the effects of RUE and RES on the interior climate in dwellings to the strategic impulse of this approach on a national level. The energy performance assessment Method will be developed making use of energy assessment methods available in the European Countries.

Description:

"The approach adopted in the research starts with an in-depth analysis or bench mark of the various conditions in EU-countries related to energy performance in existing dwellings, such as the situation on the housing and the energy markets, actors, existing policies and regulations, circumstances with respect to building and construction and the climate. The objective of these benchmarks is identification of the possibilities and constraints for development of a general EU strategy for energy performance assessment for existing dwellings. The results of the analyses are the basis for a strategy for stimulating RUE and RES in existing dwellings through energy performance assessment. The strategy will be elaborated by creating a prototype of an energy performance assessment (EPA) Method (including a software tool, checklists, inspection protocols) for existing dwellings suitable for different climatic and culturally determined building situations. The prototype will be tested in a number of pilot projects. Recommendations for new or adjusted policies for RUE and RES in existing dwellings in EU Member States are derived from the experiences with the EPA-Method and tool.
Direct deliverables are:
1) Report on the benchmark of European conditions concerning Existing policies with respect to RUE and RES and trends / Building regulations with respect to existing dwellings (both legislative and incentive) / Investigation of markets (energy and housing) / Building and installations technology (of existing dwellings) / Energy balance of dwellings on a national level / Climate;
2) Strategy for stimulating RUE and RES in existing dwellings / Brief for an Energy Performance Assessment method and tool;
3) Description of the tool based upon the brief / Prototype software package (translation of the method into a tool) / Pilots, in which the tool, checklists, inspection protocols etc. are tested / Supporting tools like checklists, inspection protocols, useful hints;
4) Report on recommendations for new policies and / or adjustments and tuning of existing policies;
5) Web site / Brochures (on a national level).
