Traceability of Livestock

Objectif

Specific Objectives:
1. To develop new reference tests procedures and tests benches for RFID animal identification systems;
2. Conformance Tests and tests reports for electronic identification instruments;
3. To develop a first prototype of an instrumented trap for the recording of environmental parameter related to the migration of the Culicoides Imicola ("blue tongue" disease);
4. New project of electronic identification of reindeer in Sweden:
5. Traceability of carcasses in slaughterhouses using transponder labels (DNA project);
6. Development of technology for animal electronic passports;
7. Final statistics processing of the IDEA project Data, IDEA data base available to all Member States and Full implementation of RFID on sheep and goats.

Summary of the Action:
In order to improve individual animal control, this action proposes a unique identification of each animal during its entire life by the application of an electronic identifier. A passive radio frequency based transponder (electronic identifier) allows a reliable reading of the animal's identity and provides a useful method for livestock recording and control. Some electronic identification systems are currently being developed, and have been used on an experimental basis. They have demonstrated to contribute to an improved animal and farm management. The next step for a full traceability system up to the end consumer will be the combination of animal electronic identification with molecular (DNA) markers. Rationale Recent outbreaks of livestock diseases within the European Union, have shown that current livestock identification systems, (ear-tags, tattoos, etc) used for sanitary purposes and fraud control are not efficient and reliable enough to provide a correct traceability and veterinary monitoring of livestock species.

These emergencies have underlined the need to improve animal traceability together with the implementation of an appropriate animal health surveillance scheme and the strengthening of measures against animal diseases (in particular, against Bovine Spongiform Encephalopathy and Foot-and-Mouth Disease). The control of the individual animals and their movements is a critical issue for the sanitary control and disease monitoring. In the framework of the reform of the Common Agricultural Policy (CAP), premium subsidy schemes have been introduced. The eligibility for premium subsidy depends on a number of parameters, such as the animal age, species, breeding type and the number of animals on each farm. For the proper implementation of the subsidy schemes a clear identification of animals and a reliable counting system is required. Breeders Associations have expressed the need to introduce a more reliable identification system of livestock to provide a high assurance of authentication of animal origin and production performances. Furthermore, farmers have expressed a high level of interest on the introduction of a reliable identification system. Such a system will improve and automate farm management systems (e.g. milk recording, automatic weighing), and in particular, will allow faster data recording with less errors.

These elements contribute to the cost effectiveness and productivity of farms. For the three issues mentioned above, the individual identification of animals at any given time and location is an essential component for an efficient and reliable management of EU livestock. At present, the counting is performed manually and by visual inspection of the current ear tag system, which are subject to errors and fraud.
